Muntinlupa LGU Consults Constituents for Inclusive Smart City Initiatives

In partnership with Makati Business Club’s Digital Democracy Project, the city government of Muntinlupa conducted an online consultation feedback analysis to inform budgeting and prioritization of its smart city development projects. The city government first conducted an opening assembly on September 27, 2024, explaining the objectives of the feedback collection and consultation to their constituents.

The feedback collection ran for 8 days, with mostly students aged 18-24 as respondents. The top three challenges raised by the respondents were:

  • Lack of accessibility to fast and stable Internet connectivity (top)
  • Concerns about their data privacy and security,
  • Skills and capacity challenges in adopting and embracing smart city developments

while the top recommendations for prioritization are:

  • Use smart tools to improve transportation, mobility, and accessibility (top)
  • Prioritize development in schools and education
  • Improve digital infrastructure and public access to fast and stable internet connectivity.

In addition, respondents raised the top concerns and suggestions:

  • Ensure that the smart city development initiatives are inclusive and accessible to all. (top)
  • Improve internet speed, access, and availability in the city. (top)
  • Stakeholder engagement

A closing citizen assembly was conducted on October 16, 2024, during which Mayor Ruffy Biazon delivered a message and interacted in an open forum, Frei Sangil from Layertech Labs presented the results of the survey, and Muntinlupa CPDO head EnP Alvin Veron presented the city government’s action plan in response to the feedback received.
