Layertech Labs, led by Data Scientist Frei Sangil and Rema Magalona, together with the Bicol University research team headed by Dr. Lany Maceda, Vice President for Research and Extension, and Engr. JR Barajas met with the Philippine National Police Regional Office 5 (PNPRO5) team led by PBGEN Rogelio Raymundo Jr. to discuss ongoing research collaboration, explore future research and development opportunities, and ensure that the community engagement survey and data analysis remain aligned with the agency’s information needs and decision-making priorities.

The Philippine National Police Regional Office 5 (PNPRO5) is mandated to enforce the law, prevent and control crime, maintain peace and order, and ensure public safety and internal security while fostering strong partnerships with communities and stakeholders. Since 2023, PNPRO5 has partnered with the CloudCT Project to conduct regular online community engagement surveys that gather citizen feedback on the agency’s programs, services, and community engagement efforts. These surveys provide evidence that can support data-informed planning, policy development, and continuous service improvement.

As part of the continuous enhancement of the initiative, Layertech Labs, Bicol University, and PNPRO5 met on February 11, 2026, to review previous survey findings and discuss opportunities for further research and development. Following this consultation, several questions in the 2026 survey—particularly those in the third section of the questionnaire—were refined to improve clarity and generate more actionable insights while maintaining consistency with previous survey rounds.

To promote transparency and methodological rigor, the survey findings were jointly analyzed and validated by researchers from Layertech Labs and Bicol University before being presented to PNPRO5 on June 30, 2026. The presentation included collaborative discussion, validation, question-and-answer sessions, and insight generation to support the interpretation and practical application of the findings.

Layertech Labs, led by Frei Sangil and Rema Magalona, together with the Bicol University research team led by Engr. JR Barajas and Dr. Jen Llovido presented the 1st Semester 2026 Community Engagement Survey results to PCOL Wanasen of PNPRO5, highlighting the survey methodology, key findings, and evidence-based recommendations for continuous service improvement.

The 1st Semester 2026 survey recorded the highest number of respondents since the initiative began in 2023, providing the strongest evidence base to date. Overall, community perception of PNPRO5 remained highly favorable, with combined positive ratings ranging from 87.61% to 93.08% across key performance indicators. The highest-rated indicators were Respect for the PNP (93.08%) and Respectfulness and Fairness Toward Citizens (90.53%), reflecting a general community confidence in the agency.

The report also identifies opportunities for continuous improvement based on citizen feedback. While respondents expressed strong appreciation for community and barangay engagement, police visibility, youth and school programs, anti-illegal drug information campaigns, traffic assistance, and accessible reporting channels, they also highlighted priorities for strengthening cybercrime response, expanding digital reporting mechanisms, improving response times, enhancing strategic police presence, and strengthening communication with communities.

These recommendations are consistent with research demonstrating that public trust, procedural justice, community-oriented policing, focused police presence, and digital citizen feedback mechanisms contribute to stronger police legitimacy, community cooperation, and confidence in public safety institutions.
